Project Consultant/Project Manager

Overview:

FCS Group is recruiting experienced professionals to participate in a growing financial consulting practice focused on utility rates and finance.  Successful Project Consultant and Project Manager candidates are defined by strong analytical skills, ability to work independently and to direct analytical activities, aptitude for evaluating analytical findings and related policy issues, and a commitment to quality and client service.  Must be able to both execute and manage analytical efforts while providing high quality, innovative utility rate and general government financial consulting to public sector agencies throughout the Western United States.  This individual would manage and/or conduct financial forecasts, cost of service and cost allocation analyses, fiscal policy review, economic/financial feasibility analyses and financial modeling/quantitative analysis related to water, sewer, storm water, transportation, parks, and solid waste utility financial needs.  In that role, professional responsibility will include policy evaluation and options analysis and clear documentation of issues and options.  Projects may include analyses of rates, wheeling/wholesale costs and fees, water pricing, conservation incentives, and connection charges/capacity fees as well as long-term financial planning and utility formation studies. This individual would manage and execute projects of all sizes and juggle multiple projects and project schedules simultaneously. The individual will also participate in marketing firm services through sole source marketing efforts and pursuit of competitive marketing opportunities.  Will participate in developing a growing consulting practice with excellent opportunities for professional development and advancement.


Key Responsibilities:

  • Manages and supports project execution, including analysis, evaluation, documentation and presentation.
  • Provides high quality return on client investment in our services through           complete and insightful work products.
  • Works to help develop and manage analytical staff and guide and monitor            work performance and products generated by analysts.
  • With project management duties, establishes adequate project budgets and achievable schedules and manages and/or performs the work on time, within budget and consistently high quality.
  • Growing participation in marketing and promotion efforts.

Minimum Job Requirements:

  • Requires four + years related professional experience providing consulting to,     or working as an employee in, the public sector; previous consulting experience preferred.
  • Strong verbal and written communications skills.
  • 4-year degree in Economics, Business or Public Administration, Engineering, Mathematics, Statistics or other quantitative fields; graduate degree preferred.  Strong analytical skills a must.
  • Mastery of MS Excel and Word.  Familiarity with MS Access and/or statistical packages also a plus.
  • Valid driver’s license and demonstrably ability to work in US.
  • Flexibility to travel to client sites; may be out of state and may require             Company-paid overnight lodging.
  • Flexibility to attend elected official meetings often held in the evening.

Analyst/Senior Analyst

Overview:

Positions focus on analytical work in support of FCS GROUP’s utility rate and general government financial consulting efforts.  Responsible for financial and economic spreadsheet modeling and analysis including data collection, validation and compilation, financial forecasting, capital funding analysis, cost allocation, cost of service analyses, rate design, capital facilities charges, wholesale rates, water conservation and re-use pricing, long-term financial planning, and utility formations related to water, sewer, storm water, transportation, parks, and solid waste utilities.  Develops analytical models, summary tables and graphics, presentation materials, technical memoranda, and written reports.  Growth potential includes increased policy and options analysis, marketing, and management/supervision of analytical work.

Key Responsibilities:

  1. Primarily analytical work content with increased responsibility for collecting and validating data and documenting analytical and policy issues.
  2. Work effectively toward specific project objectives on time and within designated budget.
  3. Participate in client and marketing presentations.
  4. Participate in business development activities as assigned.

Minimum Job Requirements:

  • Strong analytical skills and ability to interpret analytical results a must. 
  • Strong verbal and written communications skills.
  • 4-year degree in Economics, Business or Public Administration, Engineering, Mathematics, Statistics or other quantitative fields.  Graduate work or degree a plus.
  • Professional work experience a plus.
  • Willingness to work hard and use own time to enhance industry and work content knowledge.

Analyst/Senior Analyst

Position Now Open in Seattle (Redmond, WA).

 

Overview:

Position supports FCS GROUP’s management consulting practice performing public sector policy and financial analysis related to performance measurement, cost allocation, user fees, economic benefit analysis, program effectiveness and efficiency reviews, benchmarking studies, and organizational reviews. Work is performed for county, city and state governments and includes studies for Building and Community Development, Parks and Recreation, Fire/EMS, Transportation, Libraries, Planning and Land Use, Utilities and more.

Responsibilities:

  • Gathers and organizes data, including interviewing clients;
  • Creates graphs and spreadsheet models to analyze policy and financial issues, determine the cost of service, allocate costs, calculate fees and charges, and forecast revenues and expenditures for public agencies. 
  • Prepares written documents and reports.
  • Helps create materials for presentations to staff, public officials, and citizen advisory groups, and may participate in presentations.

Minimum Job Requirements:

  • Requires three to five years related professional experience in providing consulting to, or working as an employee in the public sector;
  • Experience conducting cost, budget, and economic analyses;
  • Strong verbal and written communications skills;
  • 4-year degree in Economics, Business or Public Administration, Engineering, Mathematics, Statistics or other quantitative fields;
  • Mastery of Excel and Word.
  • Valid driver’s license.
  • Flexibility to travel to client sites; may be out of state and may require Company-paid overnight lodging.
